Emergency rules became effective on August 5, 2015 that amended the rules for applicants who have not previously demonstrated a proficiency in the English language. The previous rule stated that if an applicant was "from a country in which the predominate language is not English" the applicant was required to take and pass the Test of English as a Foreign Language (TOEFL) examination. The emergency rule changes this by requiring only applicants who did not attend a physical therapy program in the United States or a foreign program where the instruction was done in English to take the TOEFL examination.
