Physical Therapists who are members of the American
Physical Therapy Association are bound to the written
Code of Ethics and the Standards of Practice. To
assist members with interpretation and/or execution
of those documents, each chapter has established
a Chapter Ethics Committee.
The Chapter Ethics Committee is one of three standing
committees within the chapter and serves two broad
purposes: educational and judicial.
1. Educational: interpret ethics standards and
explain the process of pursuing an ethics complaint.
2. Judicial: formally review cases where standards
and codes may have been violated. (It should be
noted that anyone can file a complaint: patients,
other healthcare workers, etc.)

The Government Affairs Committee is responsible
for promoting and protecting the profession of
Physical Therapy to Local, State and Federal
lawmakers as well as other appropriate agencies.
We advocate for legislative initiatives to achieve
quality cost effective and accessible healthcare
for all consumers while protecting the integrity
of the Physical Therapy profession. Each and
every physical therapist in the state could and
should participate in these endeavors by becoming
familiar with their state representatives, senators
and United States Congressmen and Senators. A
strong grass roots advocacy is the cornerstone
of any effective special interest group such
as the MPTA. What Abraham Lincoln said in 1860
is still true today; "those who choose not
to be involved in the political process are doomed
to be controlled by those who do!"

Attend to questions regarding practice in our
state. This is done by helping the individual asking
for information how to locate appropriate resources
at the state or national level. If this information
is not adequate, the chair will ask assistance
of expert clinicians in ourstate to help with interpretation
of the practice issue.

The public relations committee serves to disseminate
information to members, the community, payors,
and legislators about the activities of the Missouri
Physical Therapy Association. In addition to
media relations, the PR committee also coordinates
the annual lobby day, FUNFitness in conjunction
with the Special Olympics, and helps organize
regional PR events for National Physical Therapy
Month. To participate or help plan events or

We need your talent and skills
to serve the Missouri Physical Therapy Association.
The Nominating Committee is seeking
candidates for the offices to be filled in
the Spring 2006. Those offices for which
we are seeking candidates are:
• Secretary
• 2 Directors
• Nominating Committee
• Affiliate Delegate
Each candidate must have been a member
of the Missouri Physical Therapy
Association for at least the two years
immediately preceding the election.

keep abreast of the issues in our state and
to offer input and ideas in the future
growth of our profession and the Missouri
Physical Therapy Association.
Please feel free to contact those who currently
serve in these positions for more
information on their duties and the benefit
of serving. All officers and directors serve
for a three-year term. The Affiliate delegate
is a 2-year term. A description of
each office is below.
Recording Secretary: The Recording
Secretary prepares minutes following
Executive Board of Directors and Board of
Directors meeting. The Recording
Secretary prepares annual reports (policy
log update, historical report) as scheduled
and serves as liaison to the e-communication
subcommittee, lead by Jo Ann
Niccum Johnson.
Director: The Director shall serve as a
liaison between membership, committees
and the Board. Is required to attend at
least one committee meeting per year of
the assigned committees. The Director
keeps the committee chairman informed
of actions taken by the Board. The
Director is available to individual members
for input to the board. The Director
attends all Board of Director meetings as a
full voting member.
Nominating Committee: The nominating
committee consists of three elected members.
The last year of service the member
serves as the chairman. The nominating
committee is to prepare a slate of candidates
for chapter officers by soliciting
nominations. Conducts elections at the
Chapter business meetings. The nominating
committee works cooperatively with
the Chief Delegate to solicit ecommendations
for national offices from the Chapter
membership.
Affiliate Delegate: The Affiliate Delegate
serves as an official representative to
the A.P.T.A. House of Delegates of the
chapter and the districts in which they are
elected. Represents the Missouri Physical Therapy
Association of the Annual Conference House of Delegates
by serving as a liaison. They must keep informed
of
national issues and seeks out the perception of
the chapter
and districts he/she represents on these matters.

Gwenna Peters chairs the
reimbursement committee and she is happy to take
questions from members however, she owns a private
practice and prefers to have questions emailed
so it does not interrupt her time with patients.
Seh also prefers email so she can reference appropiate
resources that are not immediately at her fingertips
when she is on the phone. You may contact her

"In 2006 our porjects will
be to organize a team that can monitor websites
and letters from insurance companies for any changes
in LCD's that will affect our reimburesement.
If you are interested in choosing one of the big
providers and monitoring their website and newsletters
to providers for any changes in reimbursement we
would love to hear from you at gpeterspt1@ aol.com.
Gwenna will be writing a list of the major insurances
and websites in Missouri and assigning people who
volunteer to each track one company
In 2006 we will be setting up
a negotiation team and providing training to the
team to negotiate increased fee schedules with
at least one major provider. To be considered
for the team you would need to be in a leadership
position that would allow you to have knowledge
of your companies contracted rates and fee schedules.
It will involve a 1/2 day training and several
days of volunteer time when we talk to insurance
companies. Please contact Gwenna Peters if you
are interested.
Reimbursement is driven by the
results we get int he clinic with our patients.
Insurances companies want to know about outcomes
and why they shouod fund physical therapy. Please
consider writing case reports for the literature
so we can have good information when we talk to
insurance companies. Lets stop being so modest
as PT's and brag about what we do! It will help
us get paid.
